What you should know about Richmond Grand Resort and Casino
This election, Richmonders will head to the polls and will have the opportunity to vote on the Richmond Casino Measure which asks residents a “yes” or “no” question to permit a casino gaming establishment called the Richmond Grand Resort and Casino.

What is the Richmond Grand Resort and Casino?

The City of Richmond has a unique opportunity as one of only five cities in Virginia that can have a resort casino. The city selected a resort casino team that is a partnership between Urban One, Incorporated, and Churchill Downs, Incorporated.

This team has proposed to build a $562 million resort casino in South Richmond in an industrial area right off of Interstate 95 at Commerce Road and Walmsley Boulevard.

This project is more than just a casino. It is a true destination resort that will feature:

A 12-story, 250-room luxury hotel with a resort-size swimming pool, spa, and fitness center;
A 3,000-seat entertainment venue that will bring more performances to Richmond;
15 new food and beverage restaurants that will feature several local restaurants;
A new 55-acre public park that will be paid for and maintained by the resort casino;
A sound stage for television and film production; and
A casino with table games, slot machines, and sports betting

This project will also create 1,300 good-paying jobs that will have an average total compensation package of $55,000 per year.

Who is paying for this casino?

Richmond negotiated a very strong agreement that was approved by City Council for the resort casino project. The resort casino project will be 100% privately funded. Our agreement approved by City Council explicitly states the city will not provide any abatements, exemptions, subsidies, incentives, rebates, financing, financial waivers, or any type of funding or tax relief for the resort casino during the life of the resort casino.

How will the tax revenue from the resort casino be used?

City Council unanimously approved a resolution that prioritized the use of the new revenue from the resort casino to make investments in early childhood care and education. If the November 7th resort casino referendum passes, Richmond will receive a $26.5 million one-time upfront payment from the resort casino. This money will be used to:

Build two new child-care and preschool centers. One at T.B. Smith Community Center and the other at Southside Community Center;
Improve parks and recreation facilities across the city at Humphrey Calder Community Center, Battery Park, Pine Camp Cultural Arts Center, Forest Hill Playground, Pony Pasture, James River Park System, Westover Hills Community Center, Annie Giles Community Center, Hotchkiss Pool, and Montross Heights Playground; and
Establish the Child Care and Education Trust Fund that will allow the city to expand access to affordable child care and education programs across the city.

Once the resort casino opens, it will generate an estimated $30 million dollars in new revenue annually for the city. $19 million of that revenue will go annually to the Child Care and Education Trust. The remaining $11 million dollars will be appropriated by City Council.

What is the Richmond Child Care and Education Trust Fund?

Several weeks ago, Richmond City Council unanimously passed a resolution introduced by Mayor Stoney to establish the first-ever Richmond Child Care and Education Trust Fund if Richmond voters approve the referendum in November. Using the annual gaming tax revenue from the Richmond Grand Resort and Casino, estimated at approximately $19 million, the Richmond Child Care and Education Trust Fund would address Richmond’s childcare crisis by making early child care and education more affordable by reducing out-of-pocket childcare and preschool costs for Richmond families, support community-based providers to increase their capacity and increase compensation for the early childhood care and education workforce.

Moreover, with this resolution, City Council committed to further investing in Richmond families with the one-time, upfront payment of $26.5 million that becomes available in November upon voter approval of the referendum. Per the resolution, the city will:

Build new child care and education centers at T.B. Smith and Southside Community Centers (currently estimated at $7 million each)
Dedicate $8 million to Parks and Recreation projects across the city
Allocate $4.5 million into the Child Care and Education Trust Fund to expand access to affordable child care and education programs.

How else would this resort casino benefit Richmonders?

Richmond will also receive the following from the resort casino:

$16 million dollars paid over the first 10 years of the project to non-profit organizations;
Local hiring goals for the construction and operation of the resort casino;
A 40% goal to contract with emerging small businesses and minority-owned businesses for the construction and operation of the resort casino;
The project has to be environmentally friendly by being designed and constructed to LEED Silver standards;
Funding for problem gambling over and above what the state requires
Funding for transit mobility solutions to help the resort casino employees get to and from work
What happens if they don’t build the complete resort and just a casino?

The host community agreement requires them to build the complete resort project, including the hotel, park, entertainment revenue and restaurants. Not doing so will result in the company defaulting on the agreement and the city can force them to sell the project.

Will the resort and casino and be safe?

In the Community Host Agreement, the City ensured that the Richmond Grand Casino Resort shall provide access to a security room and exterior cameras for the Richmond Police Department to respond to incidents as they occur, give strong preference to the use of off-duty Richmond Police Department personnel when additional security or law enforcement is required, and ensure the project has location identifiers on external doors, light poles, surface lots, structured parking, and other appropriate locations on the property.
